Cruise Ship Crime Reaches 2-Year High
Allegations of 48 crimes were reported on cruise ships from Jan. 1, 2025 to March 30, 2025, according to the latest data from the Department of Transportation . Twenty-three incidents were reported rapes, 10 were sexual assaults, and seven were assaults.
Royal Caribbean had the most reported crimes in Q4 (October 1, 2025-December 2, 2025) with sixteen in total, double the number reported by second place, Norwegian Cruise Line. Carnival Cruise Line saw a significant drop in crime in the last quarter, with just three reported incidents.

Criminal activity on cruise ships can range from minor offenses, such as theft, to more serious crimes, such as physical assaults or sexual violence . Understanding the types of crimes that can occur on a cruise is critical for both cruise passengers and their families.
1. Theft and Property Crimes
Theft is one of the most reported crimes on cruise ships. This can involve the theft of personal belongings, such as wallets, passports, jewelry, or electronics, either from a passenger’s cabin or common areas like lounges, pool decks, and restaurants.
2. Sexual Assault and Harassment
One of the most alarming types of crimes that can occur on a cruise ship is sexual assault or harassment. Unfortunately, cruise ships have been the site of numerous reported incidents involving sexual misconduct, including inappropriate behavior from fellow passengers or even crew members.
3. Physical Assaults
While most cruises are peaceful and safe, physical altercations can occur between passengers or between passengers and crew members. These can stem from disagreements that escalate, drunken disputes, or even planned assaults.
4. Missing Persons
Although rare, passengers have been reported missing on cruise ships, sometimes under suspicious circumstances. In some cases, passengers may fall overboard, wander off while in port, or intentionally leave the ship. However, there have also been instances where passengers went missing due to criminal actions, including potential kidnapping or murder.
5. Drug-Related Offenses
Cruise ships are also susceptible to drug-related crimes, including possession, trafficking, and use of illegal substances. Although cruise lines have strict policies regarding drugs, some passengers still attempt to bring illicit substances on board or purchase them while in port. In addition, some cruise ships are targeted by drug traffickers who try to use the vessels as a means of transporting illegal drugs across borders.
Jurisdiction and Legal Challenges in Cruise Ship Crimes
When a crime occurs on land, it is usually clear which legal authorities have jurisdiction. However, when a crime occurs on a cruise ship, determining which laws apply and who has jurisdiction can be far more complicated. This is where the specialized knowledge of maritime law becomes critical.
